Are Japanese timid?

It is said that Japanese people are the most risk-avoiding people in the world.

In small organization, people who fear their reputation, do not say their own opinion.

They do not sey their own opinions because they are afraid of being rated harshly instead of expecting good ratings.
I can not live in the organization if I were hated or ostracized by others ...
I can not escape from the organization even I get sick of ...

The most horrible thing for Japanese people is to take risks in the organization.

Therefore, before saying their own opinions, Japanese people tend to ask first implicitly the idea around them.
Then, they make opinions and say they are their own.

If they are asked directly, they do not say their opinions directly, but speak something ambiguous.

However, I think it's not really a good thing that we do not say frank opinions.
